Kentucky’s Area Development Districts Respond to Senior Nutrition Program Funding Changes

FRANKFORT, Ky. (Sept. 16, 2025) — Kentucky’s 15 Area Development Districts (ADDs), which oversee the state’s Area Agencies on Aging and Independent Living (AAAIL), are evaluating recent funding reductions to the state’s senior nutrition program, as outlined in a Sept. 8 memo from the Department for Aging and Independent Living (DAIL).

The senior nutrition program provides persons 60 or older and their spouses, regardless of age, one nutritionally balanced home-delivered or congregate dining-style meal per day. Funding for this program is passed through DAIL to the ADD network, and the changes outlined in the Sept. 8 memo will have varying impacts across the Commonwealth.

Each ADD is now working with its respective board and leadership team to assess what these funding reductions mean for their communities. Because circumstances differ across Kentucky, the impact of these changes will vary by district. Once local decisions are made, any impacted individuals and/or changes in operations will be notified and announced accordingly.

“The Area Development Districts remain committed to serving Kentucky’s seniors to the greatest extent possible,” Kentucky’s 15 ADD Executive Directors said in a joint statement. “While each district’s situation may differ, we are united in our goal to keep older Kentuckians informed and supported as changes are finalized.”

Kentucky’s ADDs and AAAILs urge families, caregivers and community members to be aware of these potential changes and to seek local resources for assistance as adjustments are made.

Individuals who are removed from the meal roster or who have concerns related to this change are encouraged to contact the Cabinet for Health and Family Services, CHFS Listens at (833) 372-0004 or by email at CHFS.Listens@ky.gov.
