Three individuals and the City of Hartford recognized for outstanding leadership, public service and community development

The Green River Area Development District (GRADD) celebrated outstanding leadership, service and community achievement during its 2026 annual meeting, recognizing three individuals and one community whose contributions continue to strengthen the GRADD region.
Held at Grand Stable Venue in Philpot on Oct. 7, the gathering brought together regional leaders, elected officials and community partners to celebrate the people and projects making a lasting difference across western Kentucky.
Bart Darrell received the Charles Reid Regional Citizenship Award for his dedication to advancing education, healthcare and workforce development. Through his leadership at Kentucky Wesleyan College, HealthForce Kentucky and Owensboro Health, Darrell has helped build partnerships and expand opportunities throughout the region.
Ohio County Judge/Executive David Johnston was honored with the Texal Brooks Regional Leadership Award in recognition of more than four decades of public service. Since taking office in 2010, Johnston has led significant infrastructure improvements, including the completion of projects addressing 74 deficient bridges. His longtime involvement with GRADD and commitment to economic development have helped position Ohio County for continued growth.
State Rep. Scott Lewis received the Wendell H. Ford Legislative Leadership Award for his work supporting education, public safety and Kentucky families. A former school superintendent, Lewis has championed school safety initiatives, teacher retention efforts and expanded adoption assistance for Kentucky National Guard families.
The City of Hartford was named Community of the Year in recognition of its revitalization of Ellis Park. Supported by a Land and Water Conservation Fund grant and local matching funds, the improvements include accessible playground equipment, upgraded baseball field lighting, a new scoreboard and a picnic shelter, creating a more welcoming space for families and visitors.
“These awards are about much more than recognizing accomplishments,” GRADD Executive Director Kenny Williams said. “They are about honoring people who have chosen to invest themselves in something bigger than themselves.”
The 2026 honorees represent the spirit of collaboration, leadership and service that continues to move the Green River region forward. GRADD congratulates each recipient and thanks them for their commitment to building stronger communities.
