Bluegrass workforce community mourns loss of board chair Jon Dougherty

Workforce leaders remember the longtime advocate, mentor and skilled trades champion for his leadership and lasting impact on Kentucky's workforce system

The Bluegrass workforce community is mourning the unexpected passing of Jon Dougherty, chair of the Bluegrass Workforce Innovation Board and education director and license manager at Amteck.


For more than a decade, Dougherty dedicated himself to advancing workforce development at the state and local levels, serving on multiple workforce boards while championing the skilled trades and expanding career opportunities for young people. Colleagues said his belief that every individual deserved an opportunity to succeed shaped his work and left a lasting impact on Kentucky's workforce system.


Dougherty joined the Bluegrass Workforce Innovation Board in 2016 during a period when the region's workforce system was rebuilding and redefining itself. His leadership, collaborative approach and commitment to the organization's mission earned him positions on the board's executive leadership team before he was elected chair.


During his tenure, the Bluegrass Workforce Innovation Board earned recognition for innovation, collaboration and excellence. Those who worked alongside Dougherty said he measured success not by awards, but by the opportunities created for job seekers, the partnerships developed across the region and the growth of those around him.


Tiffanie Reeves, director of workforce services for the Bluegrass Area Development District, said Dougherty played a defining role in her development as a leader.


"Jon played such a tremendous role in workforce development over the years. Very few people know this, but when I first became Director, Jon called me every other day just to check on me. He would ask how I was doing, offer words of encouragement, help me work through challenges, and share advice that only comes from years of experience. During some of the most difficult moments of learning how to manage people and navigate leadership responsibilities, Jon was there as a sounding board, mentor, and friend. He helped guide me through frustrations, celebrate successes, and gain confidence in my role. His influence on my professional growth is far greater than most people will ever realize. Jon invested in people, not because he had to, but because he genuinely cared about their success and wanted to see them thrive."


Many workforce professionals throughout the Bluegrass region remembered Dougherty for his generosity, encouragement and willingness to help others succeed. Whether presenting at conferences, volunteering at career fairs, helping plan events or celebrating the accomplishments of colleagues, he approached each responsibility with enthusiasm and a commitment to supporting the workforce mission.


Bluegrass Area Development District Executive Director David Duttlinger said Dougherty's leadership extended beyond the organizations he served.


"Jon was a unifier. He had a unique way of bringing people, thoughts and actions together. When Jon found out that I was in the Navy, working with the Seabees which is the construction branch of the Navy, he offered to show me first-hand the apprenticeship model utilized by Amteck. Jon understood the problem I was trying to solve and was willing to provide his guidance to help forge a solution. Whether he was leading at Amteck, leading the Workforce Board, or offering a helping hand to support our military, Jon was always about education and about how that education could help a young person succeed in their career."


Colleagues said Dougherty challenged others to pursue excellence while reminding them that workforce development is ultimately about serving people. They said his legacy will continue through the leaders he mentored, the partnerships he strengthened and the opportunities he helped create across Kentucky's workforce system.


Those who knew Dougherty said he will be remembered not only for his leadership as chair of the Bluegrass Workforce Innovation Board, but also as a mentor, advocate and friend whose investment in others will continue to shape the region for years to come.
