BGADD steps up to support local communities during leadership transitions

As Danville/Boyle County and Jessamine County search for new planning directors, the Bluegrass Area Development District (BGADD) has stepped in to provide vital leadership and continuity. Linden Smith, Senior Regional Land Use Planner at BGADD, is currently serving as Interim Planning Director for both counties, ensuring that planning activities proceed smoothly during this transitional period.

Smith’s involvement allows both communities the time and flexibility to conduct thorough searches for permanent directors, without sacrificing the momentum of ongoing projects. Under his interim leadership, the BGADD continues to provide essential services including the review of subdivision and development plans, zoning amendments, and technical assistance to planning commissions and local officials.

Equally important, Smith has played a key role in maintaining community engagement, actively participating in planning commission meetings and facilitating public hearings. His leadership ensures that transparency and public input remain central to the planning process.

This type of support highlights BGADD’s broader mission to be a responsive and innovative regional partner. As the BGADD’s Executive Director David Duttlinger explains, “The Bluegrass ADD is always looking for ways to be a social entrepreneur. I like this phrase because it conjures up the idea of someone willing to undertake a venture that may involve some risk or innovation—not for profit, but to expand access to social services. Management consulting is one way we’re doing that now. We are ready at the regional level to step into a local community and fill the gap at a moment’s notice. This allows services to continue uninterrupted while the local city, county, or— in this case—the planning agency takes the necessary time to find a permanent employee. Linden’s expertise in land use planning at the national, regional, and local level makes him the perfect stopgap solution.”

Through this interim support, BGADD continues to demonstrate its commitment to helping local governments navigate change while advancing thoughtful, inclusive development—ensuring that progress never skips a beat, even in times of transition.
